演讲题目:Enhancing Coordination in Humanitarian Operations in Asia

 

     : In the recentdecade, there has been an average of 388 natural disasters per year, costing US$156 billion in damages and 215 million victims. Asia is the world’s most disaster-prone region, with fourof the top five countries most frequently hit by natural disasters; namely, China, Indonesia, Philippines, and India. Meanwhile, various participants are involved in the disaster management cycle such as governmental disaster management agencies non-governmental organizations (NGOs),multilateral organizations (e.g. United Nations), the media, business enterprises, and the general public. Due to the many players in the system, effective coordination becomeskey.

The aim of our program is to investigate various inter-agency issues existing in the various phases of the humanitarian system. Most of the humanitarian operations literature focus on optimizing resource allocation under a centralized system, while we propose to study mechanisms that can help coordinate amore realistic decentralized humanitarian system.Our program includes seven research projects:(1) Disaster Fundraising, (2) Mapping and Analysis of HADR Landscape, (3) Knowledge Management for Humanitarian Continuity, (4) Blood Donation Management, (5) Material Convergence, (6) Last-Mile Problem, and (7)Recovery Fund Allocation.

Our research team consists of faculty from three schools at NTU; namely, Nanyang Business School, School of Mechanical and Aerospace Engineering, and Rajaratnam School of International Studies. We believe that a scientific and multi-disciplinary approach, performed during non-disaster times, can go a long way in improving humanitarian operations in the future. In this talk, I shall share details of our research activities and explore possible collaborations.

 

个人简介:Dr. Geoffrey Chua is an associate professor at Nanyang Business School (NBS) in Nanyang Technological University (NTU) in Singapore. He teaches operations management, supply chain management, service operations, and management science at the undergraduate, MBA and MSc levels. His research interests are in flexible capacity, inventory management, operations-marketing interface, and humanitarian operations. His research has appeared in top journals such as Operations Research (OR), Production and Operations Management (POM), European Journal of Operational Research (EJOR) and Operations Research Letters. He won the Research Excellence Award twice (2015, 2011) from NBS, the Teaching Excellence Award (2014) from NBS, the Best Theoretical Paper Award (2006) from APORS, and the President Graduate Fellowship (2006, 2007) from NUS. He was also nominated for Teacher of the Year (NBS) in 2014 and the Nanyang Education Award in 2015. In addition to serving on the editorial review boards for POM and Computers & OR, he also reviews for several journals such as OR, Management Science, IIE Transactions, EJOR, and Naval Research Logistics. He is also Fellow of the Renaissance Engineering Programme (REP) at NTU and management committee member of the Operational Research Society of Singapore (ORSS).
